Nová publikace TOPAZ: Silná Evropa v časech krize
TOPAZ letos vydává novou publikaci ve splupráci s bruselkým think tankem Wilfried Martens Centre for European Studies, rakouským think tankem Campus Tivoli a litevským think tankem Institute of European Right. Kapitoly publikace s názvem Silná Evropa v časech krize vznikaly v době prohlubující se krize evropského bezpečnostního řádu. Ruská invaze na Ukrajinu v únoru 2022 nejenže zásadně proměnila parametry konvenčníhovojenského odstrašování, ale odhalila strukturální zranitelnosti, které se hromadily více než tři desetiletí v oblasti demokratické správy, ekonomických dodavatelských řetězců, informačních ekosystémů i architekturymezinárodní spolupráce. Autoři přistupují k uvedeným výzvám z různých disciplinárních a národních perspektiv, přesto se jejich analýzami vine společná nit: přesvědčení, že evropská odpověď na tuto chvíli bude utvářenanejen vojenskou kapacitou či institucionálním uspořádáním, ale především kvalitou demokratické správy a občanské odolnosti na každé úrovni politického života. Kniha je uspořádána kolem tří širokých a vzájemně se prolínajících okruhů. Prvním je výzva zadržování ruské agrese prostřednictvím trvalé mezinárodní spolupráce – vojenské, ekonomické, digitální a diplomatické. Druhýmje vnitřní rozměr demokratické odolnosti: schopnost evropských států a společností čelit hybridním hrozbám, informační manipulaci a erozi politických norem, ať již přicházejí zvenčí, nebo vyvěrají zevnitř. Třetím okruhemje pak otázka obnovy a integrace — jak může Ukrajina, její obce a její občanské instituce vyjít z války v podobě, která udrží demokratické výdobytky postmajdanského desetiletí a zároveň se vyrovná se strukturálníminerovnostmi, jež konflikt zároveň odhalil i prohloubil.
